NT8 wants to log into web not desktop

The icon and the using the microsoft start menu, both bring up login for the web app not the desktop.
I have deleted NT8, reinstalled, done several recommended resets, 5 hours and counting.
This may have started with OneDrive; that has been turned off.
Any other suggestions?
